Verified vs estimated savings

OpsBeacon distinguishes between:

Estimated savings — what Beacon predicted before the fix
Verified savings — what actually showed up in the AWS bill after the fix

Verified savings require a finding to be marked resolved and confirmed absent in a subsequent scan. The actual cost reduction is then measured against the baseline.
